Your description sounds interesting.  Could well be part of the same
phenomenon that I have been investigating except that my lights are visible
only about one night in seven.  Do the Dover lights pulse from dim to bright
to dim to off?

ok james let me inform you....it is really something.
It is just a legend to some but the legen is that
spanish conquistadors or whatever were mining
silver....more to it but i will save you that....I
have witnessed it several times. Many people go
especially on weekends at least 10 a night are
there.It out in the country and down a gravel road
with a beautiful lookout during the day and night.
nothing is down there for i have hiked to see. At
night though you see these crazy lights that very from
1 to as many as 13 i have seen at a time. They move
through the valley and luminate. I am very serious
about this and although you do not see them 100% of
the time you can always catch a glow of the light.
that might sound weird but thats how i describe it.
anyway its really crazy.
